In 1994 Perry and Dee Dee Sedgwick began leading groups of student and adult volunteers from San Antonio to Memphis Tennessee to participate in week long camps that accomplish home renovations in inner-city Memphis.

The Sedgwicks and other adults witnessed the life-changing affect of these camps not only on the homeowners, but on the volunteers as well and seven of these adults decided they wanted to bring this experience to San Antonio.

In 2004, after much praying, these seven adults incorporated Blueprint Ministries (501c3).

In the summer of 2005, the first pilot program of Operation Restoration took place during which 45 students from Houston, Texas spent a week in San Antonio repairing 3 homes. In 2006, the same church from Houston brought 55 students and worked on 4 homes; and they returned in 2007 with 65 students and improved 5 homes.
